TRANSPORTATION PERMITTING EFFICIENCY AND ACCOUNTABILITY COMMITTEE
Transportation Permit Efficiency Accountability Committee (TPEAC) was
created by the legislature in 2001, as a two year endeavor to develop
and demonstrate efficiency and accountability measures that would
improve the permitting process and outcomes for state transportation
projects. The 2003 legislature extended the TPEAC until 2006.
Washington State Association of Counties and Association of Washington
Cities (AWC) are both voting members of TPEAC. Funding from the
Department of Transportation is supporting WSAC's and AWC's
participation on the committee as well as reimbursing counties and
cities for their associated time and effort.
The key activities for TPEAC over the next two years include:
- Appoint a task force of representatives from cities and counties
“to identify one or more permits for activities for which uniform
activities can be developed for application by local governments.”
- Conduct a pilot project to test local government collaborative
review under the Growth Management Act (GMA) for a transportation
project that crosses more then one boundary.
- Participate on committees that are developing programmatic
permits for activities that lend themselves to these types of
permits.
- Develop activities and resources to utilize watershed-based
mitigation decision making.
